Applicants must be at least 18 years old (there is no upper limit) and hold a Category 1 medical. Flight time must be a minimum 200 hours (of which 100 must be pilot-in-command) and 65 hours of commercial pilot flight training. There is 40 hours of ground school required, a written examination and a flight test.

New integrated program of commercial pilot training
The basic CPL(A) program requires a minimum 150 hours flying training, including all flight tests, which is the ICAO minimum standard for an approved course. This parallels the JAA integrated commercial course and the FAA Part 141 program. Because this is a reduction from the present requirement for 200 hours, the program is designed to ensure that all the necessary skills are developed. It should be noted that by reducing to 150 hours, the ICAO standard limits credit for use of a ground trainer to 10 hours. Of the 150 hours, a minimum of 80 hours must be dual and 70 pilot-in-command.
For the CPL(A)/IR program, 190 hours minimum flight training is required, including all flight tests. A minimum of 100 hours must be dual and 90 pilot-in-command.
For ground school, 300 hours is required for the CPL (A) program and 400 hours for the CPL (A)/IR program. Ground training includes not just classroom time, but CBT, interactive video, distance learning, and other media. It could also include preparatory ground instruction. Fifty per cent of the ground school is to be classroom-based.
